    Teeth whitening wouldn’t be considered surgery because a laser is used.
    Laser eye surgery is to help you see better, not to make you look good.

    So neither would be plastic surgery.

    Teeth whitening is certainly a cosmetic procedure, whether you have it done with a bleaching gel or whether you have the laser whitening treatment. Surgery? I would say no. No surgery is involved.

    Lasik surgery, is not cosmetic. Although, it has cosmetic appeal, for not having to wear glasses afterward. Meanwhile, for insurance purposes, the insurance company will probably not recognize Lasik as necessary surgery, because glasses are available, cheaper. :)

    Both are considered cosmetic for the purposes of insurance, UNLESS there is a driving medical reason for the eye surgery. Not wanting to wear glasses is not a medical reason. Eye surgery to correct cataracts, glaucoma, or something along those lines is not considered cosmetic.
